Despite economic uncertainty at home and geopolitical tensions, wealthy Chinese families continued viewing U.S. permanent residence as a priority. Meanwhile, the reserved categories delivered on their promises, with early data showing rural investments processing faster than unreserved applications. Perhaps most importantly, the RIA's transparency measures reduced fraud fears—the integrity provisions gave investors more confidence that the projects they were backing were legitimate.
The Job Creation Impact
Under EB-5 rules, each investor must create or support 10 full-time jobs for U.S. workers. With approximately $2 billion invested at an average of $800,000 per investor, that translates to roughly 2,500 investors and 25,000 jobs created or supported. Many projects exceed the 10-job minimum by wide margins. The actual employment impact likely exceeded 30,000 to 35,000 jobs when accounting for indirect and induced effects.
Sustainability Questions
Can EB-5 maintain $2 billion or more in annual investment? The answer depends on several interrelated factors. Visa availability is chief among them: if backlogs become severe enough, investor interest inevitably wanes. Processing times matter too, as delays frustrate investors and push them toward competing programs in other countries. The looming 2027 reauthorization creates uncertainty that dampens long-term commitments, and global economic conditions play a role as well, since recessions in major source countries like China and India reduce the pool of eligible investors.
